Building your family through surrogacy is an exciting yet complex journey. One of the earliest and most important decisions is choosing a reputable surrogacy agency or provider to work with.

With so many programs across different countries (each with its own laws, costs, and processes) it can feel overwhelming to identify which is truly right for you. This is where working with an independent surrogacy consultant can make all the difference.

As a consultant, my role is to guide you from the very start before you make any steps: helping you cut through the noise, avoid costly mistakes, and make clear, confident decisions on finding the perfect agency for your unique situation.

In this article, I'll walk you through how I approach finding a reputable agency with the intended parents step by step, and how it only works if it’s tailored to your needs as an intended parent.

Personalized Planning: Identifying Your Needs and Priorities

Every family’s surrogacy journey is unique, so the first thing I do with new clients is clarify what matters most to you. In our initial sessions, we’ll explore your specific requirements, priorities, and concerns.

By the end of this discovery phase that is usually the first 1 to 2 sessions, we will have a clear picture of your “must-haves” and “deal-breakers.” This personalized planning is crucial because it ensures that as we move forward, every recommendation is aligned with your goals and values. I always tell intended parents that investing time and focus in this early stage can save you from costly mistakes later on.

Navigating Global Options: Choosing the Right Location

Once we understand your priorities, the next step is looking at all available surrogacy destinations and how they align with your individual needs and goals. The goal in the next sessions is to shortlist the options and work toward identifying the ideal surrogacy destination for you. Of course, there is no universally ideal surrogacy destination—each country has its own setup, advantages, and disadvantages, and what’s “ideal” depends entirely on your personal circumstances and expectations. Each country (and often each state/province) has its own laws, costs, and eligibility criteria for intended parents. I help you navigate this complex landscape by providing up-to-date insights on various surrogacy destinations.

For example:

  • Legal Eligibility: Some countries only allow surrogacy for married heterosexual couples, while others welcome single parents or LGBTQ+ couples. For instance, single-parent surrogacy is legal in certain U.S. states, Canada, and Armenia, but not in every country. Georgia, for example, restricts surrogacy to married or cohabiting heterosexual couples, whereas a 2021 court ruling in Mexico affirmed that no one can be denied access to having a child based on sexual orientation or marital status (a landmark win for LGBTQ+ and single intended fathers). I will make sure we focus on locations where you are legally allowed to do surrogacy and will be recognized as the parent(s).

  • Type of Surrogacy: We’ll consider if you plan for gestational surrogacy (where the surrogate is not genetically related to the baby) as opposed to traditional surrogacy (surrogate’s own egg is used). Gestational surrogacy is far more common internationally because it provides clearer legal parentage, since the surrogate has no genetic link, establishing your parental rights is much smoother. If you were interested in a traditional arrangement, I’d explain the additional legal hurdles and identify only those few places or agencies that support it. We might also discuss innovative approaches like hybrid surrogacy, which involves using multiple destinations – for example, creating embryos in one country with a leading medical center and shipping the embryos to another jurisdiction for the surrogacy part. The goal is to ensure you get the best of both worlds for your situation.

  • Ethical and Medical Standards: I vet which countries have reputable clinics and ethical practices. You may hear of “cheaper” programs in newer destinations. I will provide an honest assessment of their medical infrastructure and the well-being of surrogates there. Your child’s and surrogate’s health and safety come first.

  • Travel and Logistics: We’ll also consider practical factors like travel distance, required time spent in-country (some countries might require you to be present for several months post-birth). A journey that looks good on paper must also be realistic for you to undertake.

Through this comparative process, I’ll help you identify the safest and most strategic location(s) for your surrogacy journey. Often, we might narrow it down to one country, but sometimes we keep two possibilities open if you’re undecided. By understanding the global options, you can confidently choose a surrogacy destination that fits your priorities - whether that’s the advanced but more costly programs in the U.S. or a more affordable international option that still provides legal clarity and trusted medical care.

Insider Connections: Finding Reliable Agencies (Not Just the Flashy Ones)

After we decide on a likely destination (or a shortlist of a couple), I leverage my network and experience to connect you with reputable providers in those locations. Over the years I have cultivated relationships with many clinics and agencies around the world. I know which ones consistently deliver on their promises versus those that simply have glossy marketing. My goal is to introduce you to agencies that I trust, those I have worked with and seen complete cases successfully.

This step is crucial because the surrogacy world is full of agencies of varying quality. Some well-known agencies spend a lot on advertising but might not offer the personalized care or honesty that you deserve. By working with a consultant, you get the benefit of unbiased, independent guidance. I can objectively recommend those that truly have a good track record. Most agencies will present their program as “the best,” but I’m here to cut through that bias and give you clarity.

Typically, I will suggest a shortlist of providers that fit your profile and needs. For example, if you’re an LGBTQ+ couple looking at Colombia, I would connect you with an agency there known for its LGBT-friendly approach and legal protections. If you’re an HIV-positive intended parent, I will point you to clinics and agencies experienced in the sperm washing procedures, so everyone’s safety is ensured. And for single intended parents, I often recommend programs that make travel, scheduling, and communication as streamlined as possible, since singles are usually managing the process without a partner to share the logistics.

Importantly, I always encourage you to speak with more than one provider. I’ll put you in touch with the key representatives at these reputable agencies, and you can schedule meetings with each to assess which aligns best with your needs. My role is not to decide for you, but to give you quality options and help you evaluate them. You will never be pressured to go with a certain agency; the choice will be yours. I’m simply curating the choices to the best ones available for your circumstances.

Informed Decisions: Questions, Comparisons, and Due Diligence

Choosing an agency isn’t just about a good feeling – it also requires careful evaluation of what each agency offers. I assist you in this due diligence process so that you have all the facts before signing on.

Before you engage deeply with any agency, I help you formulate a list of detailed questions to ask them. I make sure no stone is left unturned. We often draft this question list together so that when you speak with each prospective agency, you’re armed with the right questions and know how to interpret their answers. This helps you avoid falling for marketing speak or vague reassurances – we focus on concrete details and policies.

Comparing Agency Offers

Once you’ve had initial discussions and received program proposals (often agencies will send a written overview of their services, packages, and costs), we review these together line by line. This comparative review is where my experience really helps:

  • We’ll create a side-by-side comparison of what each agency includes. For instance, Agency A may include the complete surrogate compensation in their package, whereas Agency B might list a lower starting price that doesn’t reflect the full surrogate cost. I walk you through these distinctions so you have a transparent view of the real total costs and what each agency provides.

  • We identify anything not included or unclear in the offers, and I assist you in requesting further clarification. If an agency’s package doesn’t mention something important (like neonatal care, emergency c-section coverage, travel costs for the surrogate, etc.), we’ll flag that and ask about it.

  • If something seems overly restrictive or not ideal for you, I advise on how we might negotiate or seek an alternative. For example, I’ve helped parents who really needed the peace of mind of unlimited embryo transfers get that guarantee added to their program – even if the agency’s standard offer only included a limited number.I guide you on how to approach such requests professionally.

Throughout this research stage of the process, I am essentially your sounding board and advocate. Where agencies might gloss over a red flag or upsell a feature, I’m there to spot those red flags and keep the focus on what benefits you. By reading the fine print of contracts and fee schedules, I help you spot any hidden fees or unrealistic promises. The result is that you’ll feel empowered to make an informed decision on the agency that best meets your needs, with full awareness of what you’re signing up for.

Tailoring the Journey to Different Situations

No two intended parents are alike. The guidance I provide is highly personalized to your situation, whether you are a heterosexual couple, a same-sex couple, single, or an HIV-positive parent. Your path to finding the right agency may differ based on these circumstances, and I adjust my approach accordingly:

  • LGBTQ+ Intended Parents: Surrogacy for same-sex couples or transgender parents can involve extra legal steps or choices (like deciding whose sperm to use or whether it is a single or a double journey). Some countries and agencies are more LGBTQ-friendly than others. I ensure that any agency I refer you to has experience working with LGBTQ clients. For example, Colombia and Mexico have become known for their inclusive surrogacy environments that uphold non-discrimination for gay and single parents. I also prepare you for any additional legal steps (such as second-parent adoptions or pre-birth orders) that might be necessary in certain locales.

  • Single Intended Parents: As a single mom or dad-to-be via surrogacy, you might face limited options in some regions – but there are programs out there for you. We will focus on surrogacy-friendly jurisdictions that accept single parents (the U.S., Canada, Colombia, Mexico, etc., as well as emerging options like Albania or Armenia). I also acknowledge the unique challenges single parents face (from carrying the full financial load to handling the journey without a partner). We’ll also discuss donor arrangements (egg or sperm donation) if applicable, since as a single parent you may need to incorporate those into your plan.

  • HIV-Positive Intended Parents: Thanks to medical advances, HIV-positive individuals can safely have children via surrogacy using techniques like sperm washing that eliminate transmission risk. However, not all clinics or agencies are equipped to handle these cases. I connect HIV-positive parents with specialized clinics and ethical agencies that have experience in this area. We’ll also choose countries with supportive legal frameworks – for instance, some U.S. states and countries like Canada explicitly protect the rights of HIV-positive parents in surrogacy, whereas in other places it might be a legal gray area. My aim is to ensure you have a safe journey with professionals who truly understand your needs.

  • Different Surrogacy Types: If you’re exploring a hybrid surrogacy approach (perhaps to optimize cost and legal advantages by using multiple locations), I will outline how that could work and which agencies or clinics can collaborate across borders. Not every agency can facilitate a hybrid model, but with a consultant’s coordination, it’s possible to, say, create embryos in one country and have the surrogacy process  in another. I can help set up the right logistics so that all parties (clinics, agency, transport company) are on the same page. This is a cutting-edge approach and I only recommend it if it clearly benefits your goals.

  • Heterosexual Couples: If you’re a straight couple, you might have the widest range of country options, but we’ll still tailor the search to your specific needs – perhaps you want an agency that provides a lot of personal hand-holding and counseling, or maybe you prefer a destination where the surrogate can be more like a part of your family. Whatever your preferences, I make sure the agency aligns with the relationship and process you envision. Even for heterosexual couples, factors like age, fertility history, and comfort with certain laws (e.g. some couples prefer an English-speaking country for ease of communication, others are fine traveling farther for lower costs) will shape the recommendations I give.

In every case, my approach is inclusive and adaptive. The core process (identifying needs, selecting location, vetting agencies, etc.) remains, but the content of those steps will adjust to fit who you are. My mission is that every intended parent, regardless of their background, finds a reputable agency that genuinely understands and supports them.

Moving Forward with Confidence and Support

By the end of the above process, you will have a well-vetted agency partner that you feel comfortable with and a program that should meet your requirements. Most importantly, you’ll have a peace of mind knowing that an expert has helped you check everything. Instead of second-guessing whether you chose the right agency or worrying about unknown pitfalls, you can enter the next phase of your surrogacy journey feeling confident and well-prepared.

Throughout these early stages, I serve as your navigator and advocate. Think of me as a guide whose only interest is your success and safety as intended parents. Whereas agencies promote their own packages, I work exclusively for you – providing unbiased clarity and connecting you with the right professionals when you’re ready. I’m available to answer questions, offer emotional and practical guidance, and help you troubleshoot if any issues arise.

Once your journey is formally underway, I typically step back so your primary communication is with the professionals supporting you. However, if an unexpected hurdle arises, such as a sudden legal change in your chosen country or a concern with the agency - I’m here to help you reassess, pivot, and find solutions so you’re never left without support.
